Plans for 36-bed home care home in Coalville have been re-submitted amid opposition to scheme

Revived plans to build a 36-bed care home in Coalville have met with opposition - despite the developer saying it has taken on board the reasons it was refused last summer.

The proposal is for a site on Ashby Road and was rejected last year.

But Cairnwell Developments has returned with a fresh application, despite the original application being thrown out by North West Leicestershire District Council planners in July.

The new care home was to have gone up on the site of a number of other buildings which were all to have been demolished.

The facility would be run by Exemplar Healthcare, which offers specialist nurse care for adults with complex needs, including people with neuro-disabilities, brain injuries, mental ill health, complex dementia, autism and learning disabilities.

The site is currently used for the display and repair of vehicles, and features a number of small brick and portable buildings.

A fresh planning statement from Cairnwell Developments said: "The proposed scheme has been amended from the previous refused scheme to take on board comments from the Local Planning Authority and specialist officers, whilst also ensuring an operational building for the proposed operator, Exemplar Health Care. 

"The layout, scale, design and massing of the proposed care home have been amended in order to better compliment the proposals surroundings. 

"The proposal has also been amended to reflect the materials and industrial aesthetic of the Snibston Colliery opposite the site, which is a Scheduled Monument. 

"Inspiration has been drawn from the new café and visitor centre, which has successfully achieved a modern design within the Scheduled Monument colliery site. Other key amendments include moving the access to the southeast of the site and a revised internal parking layout."

But the project has already met opposition from the Snibston Heritage Trust on the grounds of the planned demolition of the former NCB Coal Board Mines Fire Station; the impact on the historic integrity of the area's mining heritage; the architectural impact and contribution to the overall heritage and historic environs; and road traffic considerations.

Now, an Enviromental Protection Consulation has also recommended that planning permission be refused unless certain conditions are met.

The consultation says that permission should be refused on the grounds that the applicant has failed to show that the development prevents new or existing development from being put at unacceptable risk from, or being adversely affected by, unacceptable levels of soil pollution.

And that the site is suitable for its proposed use taking account of ground conditions and any risks arising from land instability and contamination.

Historic England says it has no objections to the scheme.

A statement said: "Within our pre-application advice we recommended further consideration of the visual impacts on the scheduled monument. 

"Within the associated documentation for this application, the applicant has provided further illustrations and visualisations to demonstrate how the proposed design will sit within the setting of the monument as requested. 

"Historic England has no objection to the application on heritage grounds."

A statement from the National Forest added: "We are pleased to note that the site's location in the National Forest has been acknowledged in the Planning Statement."
