Coalville regeneration report sets out a 'bold and ambitious future for the town' - including two options for a new railway station

A blueprint for Coalville's regeneration plans includes two possible sites for a new railway station - and confirms the venues that could potentially be developed into a cinema.

Councillors will next week be presented with a report listing proposals for the coming year.

North West Leicestershire District Council's Coalville Regeneration Framework says it 'sets out a bold and ambitious future for the town'.

The council's Cabinet meeting will discuss the plans at Tuesday's committee meeting in Coalville.

The aim is to complete Coalville's Regeneration Framework and commence delivery.

It includes projects based round Marlborough Square, Wolsey Road, the Belvoir Shopping Centre, Needham's Walk, the former Belvoir Road Co-op, Mantle Lane, Stenson House and Hermitage Recreation Ground.

But it also highlights two options for a new railway station if the Ivanhoe Line project gets the go-ahead to re-open for passenger trains.

One would see the Market Hall car park - the other is at Wolsey Road, off Memorial Square, close to Mantle Lane.

With the Campaign for Reopening the Ivanhoe Line working closely with the Department for Transport, work could start in 2024 with trains running by 2026.

The report says: "Supporting the re-opening of the Ivanhoe Line, restoring a rail link between Coalville, Burton-upon-Trent, Leicester and intermediate settlements.

"The station site is envisaged to act as a transport hub, giving passengers options for onward travel from walking and cycling to integrating with existing public transport offerings."

But the report also says that the Whitwick Road Site and Old Market Hall are the two areas identified as sites for a possible new cinema.

It is listed in the report as 'Commercial Leisure Opportunities' and adds 'from 2023'.

The report says: "NWLDC willing to utilise existing land ownerships to facilitate regeneration in key town centre locations. Delivery mechanism to be determined."

Council leader Richard Blunt said in November that the sites had been advertised for 'a new leisure venue' in Coalville.

The report also details the council's plans for the Hermitage Recreation Ground - which has been part of the debate surrounding the future of the former Leisure Centre in Whitwick.

With work on demolishing the building getting under way this week, the council has said what It intends to do with the recreation area.

It says it will be: 'A visitor destination that promotes health and wellbeing activities, complementing the new leisure centre development and creating a seamless link into improved leisure facilities, including an all-weather 3G pitch, grass pitches, a fishing lake and children's play area. 

"Landscaping work will also improve the existing biodiversity and ecological features of the site."

The report lists 11 projects that the council wants to complete - with some already announced publicly and under way.

It also lists four that have already been completed, Newmarket in Marlborough Square; the Shopfront Improvement Scheme; Snibston Pitheads; and the Whitwick & Coalville Leisure Centre which is approaching its first anniversary in a few weeks' time.

The council says that it wants to complete Marlborough Square and Marlborough Centre this year.

The report adds: "Transforming the public realm in Marlborough Square to create a vibrant and attractive multifunctional space for residents and visitors to Coalville.

"A revitalised Marlborough Square will be a hub for lively outdoor markets, events, retail and leisure activity.

"Marlborough Centre - complementing investments in Newmarket and Marlborough Square by restoring a prominent building to its former glory and reinstating lost historical features. 

"Shop frontage improvements will enhance the retail space and drive footfall into the area, with quality apartments providing town centre living."

The report also mentions plans for the Wolsey Road Regeneration Area.

It says: "A series of developments including new highway infrastructure which will restore a brownfield former factory site into a new residential neighbourhood with exceptional access to town centre amenities and reconnect the town centre to the open space of the Coalville Forest Adventure Park. 

"Housing projects planned for the site are expected to offer a range of tenures, with accommodation suited to all stages of life."

The council also refers to the development of the Belvoir Shopping Centre - including the new Customer Service Centre.

It adds: "Improvements to the public space within the Belvoir Shopping Centre, introducing attractive green spaces, shop frontage improvements and better connections to the car park. 

"A newly constructed town square will provide a pleasant space for shoppers, and a modern Customer Service Centre will ensure NWLDC is accessible at the heart of the town."

The Needham's Walk Mixed Use Leisure Development is another scheme highlighted in the report.

It says: "New residential, retail and leisure attractions which will add to the vibrancy and offer within the town centre."

When it was announced in June, plans for a bowling alley and indoor golf facility were mentioned.

The former Belvoir Road Co-op building's future is described as: "Restoration and re-use of the former Co-operative Store will bring a prominent and richly detailed interwar building back into use."

Mantle Lane is also mentioned by the report which says: "Creating a welcoming town gateway that celebrates Coalville's rich industrial heritage.

"Highlighting the connection between the Leicester and Swannington Railway and the development of the town. 

"Environmental improvements and new art commissions will rejuvenate this key entry point to the town centre."

The Stenson House Civic Centre and Public Square project is described as: "Sympathetic restoration of Stenson House, providing a civic centre set within an attractive public square which will form an ideal backdrop to ceremonies at the Registration Office."

Part of the report describes Coalville as 'a doughnut without the jam'.

Cllr Blunt says in the document which will be presented at the meeting: "These projects will boost the Town Centre, encourage visitors and inward investment; and ultimately will level up Coalville to play a prominent role in the wider district economy. 

"These projects respond to the demand for new housing but also to the needs of existing residents, businesses and visitors by focussing on expanding our public realm space and improving our leisure offering. 

"They allow us to acknowledge the history of the town, as we look to reinvent it to respond to the changing landscape nationally of town centre usage. 

"We hope that this will enthuse the businesses and residents of Coalville alike, and that they will rally round this framework as a shared aspiration for the regeneration of the town; supporting these projects as they encourage inward investment, increased town centre patronage and further public benefits."
