Plans to turn former Coalville social club into flats, shops and takeaway get the green light from District Council

Plans to convert the former Bardon Road Working Men's Club building into two shops, one hot food takeaway and six flats have been given the go ahead.

The application was originally made to North West Leicestershire District Council in September, 2020, but concerns over noise and odours coming from the new takeaway have now been addressed.

The proposed opening hours for the commercial units will see the shops open from 7am - 7pm Monday to Saturday, and 8am - 4pm on Sundays.

The Hot Food Takeaway will open from 12pm - 11pm Monday to Sunday.

The external alterations include replacement windows, proposed shop fronts, provision of cycle storage, bin storage and an access gate.

The plans also include the installation of an extraction unit in association with the proposed takeaway outlet.

A North West Leicestershire District Council officer's report says that amended plans have been received during the course of the application to address concerns raised by the case officer and the council's Environmental Protection Team in relation to the noise and odour measures.

The report adds that the scheme would create job opportunities and also give an economic use for a redundant building which has lain empty for some time now.

In addition, given the nature of the use, i.e. to serve day to day needs of the local community, its small scale, and its distance from the defined centre of Coalville, it is unlikely to be in direct competition with similar uses in the town centre.

The council adds that the development would provide a service for the local community, particularly those within a catchment area of 800 metres from the site.

The properties within this catchment are primarily residential in nature and occupants would have access to a local service which would be more accessible than similar uses in the town centre.

However, some residents have concerns over car parking.

One welcomed the redevelopment of the building, but added: "In general this building could certainly do with a makeover as it's looking more derelict every year.

"The only concern is parking. There are only eight spaces marked for six flats and three shops, one of which might be a food take away.

"Waterworks Road is already full of parked cars and although there are double yellow lines at the junction with Bardon Road, people do park there to go into the existing shop.

"If the proposed 100 houses are built on Cropston Drive, this junction will become gridlocked if people park near the junction, and they will do as there isn't anywhere else to park without walking which drivers never want to do.

"They will also park partly on the pavement to leave the road slightly clearer or stop on Bardon Road which will also block traffic flow."

The applicant, Mr B. Singh, who gives the Bardon Road site as his address, says the development will have a positive effect on the community.
