Plan to turn Thringstone house into home for 'challenged children' has been re-submitted

A plan to convert a property in a Thringstone cul-de-sac into home for children 'from challenged backgrounds' has been re-submitted.

Lichfield-based Horizon Care & Education withdrew its application to North West Leicestershire County Council last week to use the property at 1, Bishopdale, off Swallowdale.

But it has been swiftly re-submitted in an amended form.

The original application made in November was for a certificate of lawful proposed use of dwelling house for use by no more than six persons living together as a single household.

A number of objections were received from neighbours, with some people expressing concerns that the scheme would lead to anti-social behaviour and be unsuitable for the area.

And the company has reiterated its plans to cater for children in the property.

Horizon's planning statement says that planning permission was granted in March 2019 for the mixed use of a property in Bishop Dale as a dwellinghouse and beauty salon.

Its application to the district council reads: "Horizon Care & Education provides support and guardianship for young people who have been adversely affected by circumstance and need a safe and secure place to live.

"The staff of Horizon Care & Education have been therapeutically trained and are supported by a fully qualified therapy team.

"At the application site it is proposed to provide a home for three young people between the ages of eight and 17 from challenged backgrounds, demonstrating varying degrees of Emotional Behavioural Disorder (EBD).

"There would be two on-duty members of staff operating on a shift system, providing 24 hour cover.

"No. 1 Bishop Dale, Thringstone comprises a single family dwellinghouse; this is apparent from having regard to the particulars provided at Appendix 1.

"The proposed use of the application site can be undertaken without the requirement for any operational development to the application building; 1 Bishop Dale, Thringstone, will retain the physical appearance of a conventional dwellinghouse in a residential area.

"The proposal is for a maximum of three young people and two on-duty staff to occupy the application property.

"It is the intention that the young people and the staff would live a communal life as one household, enabling them to live as normal lives as possible in touch with the wider community.

"The on-duty members of staff would share the communal facilities as part of a single household and participate in domestic and leisure activities with the young people.

"Meals will be provided by staff and would not be unlike the living arrangements of many normal families, where generally the parents would provide the meals, but encourage the young people to participate in this and other domestic chores.

"The young people would share the use of communal facilities such as the dayrooms/lounge and kitchen/dining room. None of the bedrooms would have their own cooking facilities as might be the case of a house in multiple occupation.

"This indicates that a substantial measure of inter-dependence would be a necessary pre-requisite of day to day living.

"The timescales for young people living at the application site will vary in duration; from a short 3-6 month recovery placement to a long term surrogate family placement of 3-4 years.

"The young people will be attending either local state/independent schools or Horizon Care SEN school in Loughborough.

"Short term transition education is provided for very distraught young people at the Home via the Horizon HEAL at Home tutoring service. This is not long term.

"It is submitted that the character and nature of the proposed use would not differ materially from that of the existing use of the property as a single family dwellinghouse.

"It is therefore submitted that be any adverse impact upon the living conditions of surrounding residential properties.

"The application site has an acceptable means of access and can provide car parking to serve the operational requirements of the development."
