New development in Greenhill aims for 'diverse mix of people' - with houses and supported living homes planned

Plans have been put forward for 28 homes in the Greenhill area of Coalville as part of a scheme which aims to create affordable housing in the area - mixed with supported living apartments.

Nottingham-based Hockley Developments Ltd has applied for planning permission to redevelop the area in Smith Crescent.

The scheme aims to demolish the existing building in the site and build six three-bedroom houses, four one-bedroom apartments, four two-bedroom apartments and 14 supported living apartments with associated private highway, off-street parking and amenity spaces.

A Design and Access Statement, accompanying the application to North West Leicestershire District Council, says: "The leading principle of the design brief was to provide dwellings to aid the demand for Support Living housing in the area, following supported from the Leicestershire County Council Adult Social Care Commissioning team.

"For the remainder of the site, proposal seeks to provide a range of provisions to assist the housing stock demand in the Greenhill area of Coalville.

"The site sits near the junction between Smith Crescent and Cropston Drive.

"After Hockley Developments identified this site as a feasible development opportunity, a brief was developed with the Adult Social Care Commissioning team at Leicestershire County Council.

"It was brought to light that the demand for social care dwellings in the County is increasing and the prior facilities have been created through the retro-fitting of former semi-detached residential properties.

"Though this has proved effective up to a point, it was recognised that there is now a need for purpose-built facilities that are more accessible for wheelchair users and tenants with other low level mobility limitations.

"The site was deemed as a sustainable location by the commissioning team, and demand was confirmed for further supported living dwellings in this area.

"With suitable amenities nearby, it was agreed that a target of 14 supported living dwellings was proportionate for the site, and the care team which would be situated within the premises.

"Regarding the private housing scheme that occupies the rest of the site, conversations were had with local estate agents to establish the most suitable housing types to propose at this location.

"Influence was taken from the previously approved scheme and enhanced where possible. A mixture of one to two-bed apartments and three-bed family homes was agreed as to provide the best opportunities for local people to get onto the property ladder, as well as opportunities for people to downsize from larger homes in the area, freeing up appropriate housing stock for larger families elsewhere in the vicinity.

"Several buildings on the site have already been demolished since the prior planning application approval, and there are no remaining residents in the remaining property on the site, hence no course of action is required to be taken to provide alternative accommodation.

"The site is ready for remaining demolition and construction works to begin.

"Assuming a successful planning application, residents and neighbours will be provided with a construction traffic, noise, and dust management plan to ensure their safety throughout the construction programme."

The statement adds: "The site is currently overgrown and disused land.

"The redevelopment of this site will benefit the surrounding area with the increased human activity levels, promoting healthy social relationships within the community and to support natural surveillance levels of the area.

"We believe the development will deliver a vibrant residential scheme filled with a diverse mix of people from young families, to older residents – along with providing some much-needed Supported Living dwellings for those eligible for Adult Social Care provisions."
