Full details emerge of plans for a major new leisure and 28-apartment development in Coalville town centre

The owners of the Belvoir Shopping Centre have presented plans to build 28 studio apartments, a six-lane bowling alley, mini-golf facility and restaurant in Coalville town centre.

Gylo Property Unit Trust Ltd and Holland Park Leisure's scheme - which would involve a demolition of part of the Emporium night club - was validated by North West Leicestershire District Council earlier this month.

But details have only emerged this weekend after they were posted to the Spotted: Coalville Facebook group.

The area to be developed would include the Emporium at 67 Belvoir Road, the existing retail/service units at 75-83 Belvoir Road, and open space to the rear of these buildings and the Belvoir Shopping Centre.

As things stand, planning permission has still to be granted.

But included in the proposed scheme for the site are:

• a new leisure block, encompassing Coalville's first bowling alley and its first indoor mini-golf facility

• a new restaurant with outdoor rooftop terrace, which forms the third storey of the leisure block

• a new residential block containing 28 one-bedroom studio apartments

• a reconfigured retail unit

• a reconfigured nightclub

A report, which was presented to the council last month, says: "The proposed bowling alley/mini-golf building will be constructed partially on top of a demolished part of the Emporium nightclub, and partially on what is currently open land to the rear of the nightclub and Belvoir Centre.

"The resulting building will provide a new active frontage (at all three levels).

"The bowling alley/minigolf element of the application will be two-storey (with the third storey of the proposed leisure building accommodating the restaurant element).

"The Proposed Leisure Level 0 plan shows that the ground floor will encompass six bowling lanes and a private gaming area for over 18s,

"The bowling alley proposal represents a new form of leisure provision for Coalville.

"Currently, the closest bowling alley operator is the Hollywood Bowl in Leicester, which is approximately 13 miles and over 23 minutes' drive from the application site.

"Similarly, there are no indoor miniature golf operators in Coalville, with the nearest such facilities being located in Leicester City Centre.

"The proposed restaurant forms the third storey of the leisure building and an outdoor rooftop terrace will also be provided on the same floor level.

"The residential element of the application proposal comprises 28 studio apartments, all provided within one four-storey block, with associated ground floor ancillary space, car and cycle parking, and a communal garden area.

"The residential block will be constructed at the northern end of the application site, on what is currently underutilised open space, and separated from the leisure block by the communal garden

:"The application proposal will result in a range of benefits for Coalville Town Centre, including the introduction of new leisure uses, provision of additional housing (for which there is a clear need), and the creation of jobs."

Gylo has also outlined the benefits to Coalville as a result of completing the scheme.

• the high-quality redevelopment of a currently underutilised town centre site, including the addition of active frontages to the north and east;

• the provision of additional leisure (including food and drink) facilities to serve the users of Coalville Town Centre;

• the enhancement of local consumer choice resulting from the introduction of a bowling alley and indoor golf to the town;

• the introduction of 28 new residential studio apartments, which reflects current local demand and which makes a small but important contribution to the NPPF's objective of 'significantly boosting the supply of homes';

• public realm improvements and improved accessibility at the application site;

• a substantial capital investment into the North West Leicestershire District;

• the creation of new jobs and staff training/development opportunities, including construction jobs during the building stage;

• an uplift in revenue for North West Leicestershire District Council, through the generation of additional business rates.

The proposals will also involve the creation of a new pocket park to the north-east of the application site, as well as the communal garden which will provide outdoor amenity space to residents of the apartment block.

The report adds that the landscaping would reflect the location of the application site, and Coalville as a whole, at the heart of the National Forest.

As a result, the street furniture is to be made from natural materials such as timber and locally-sourced stone.

The changes will result in the loss of around 400sq.m of nightclub floorspace at the Emporium.
