Coalville truck stop extension is rejected by councillors due to 'negative effect' on pub and safety concerns

Plans to use a site near Coalville as a truck stop for another three years have been rejected as it would have an effect on the pub restaurant next door.
The land on the site of the former Stardust Club at Beveridge Lane has been used as a parking area for HGVs at Bardon.
But an extension for another 36 months - on a temporary basis - was refused at Wednesday's meeting of North West Leicestershire District Council's planning committee.
It was decided that the scheme would interfere with the business of the Charnwood Arms which is directly adjacent to the truck stop.
A council officer's report said that vehicles would have to access the site through the pub car park.
It added that this caused safety issues, damage to the surface of the unadopted road and would 'negatively affect' the pub's business.
Councillors were presented with the report which said: "Existing businesses and facilities should not have unreasonable restrictions placed on them as a result of development permitted after they were established.
"The application proposes to access the site via an unadopted highway and through an existing car park serving a public house/restaurant and hotel.
"Having regard to the extent of the car park affected, the proximity to the public house entrance, the difficult nature of the HGV manoeuvres through the unadopted highway and car park at this point and the absence of any mitigation measures to enhance pedestrian safety within the site, it is considered that the proposal would represent an unsafe form of development that would not provide safe access for all users of the unadopted highway passing through the site."
It also added that on-site evidence, in the form of damaged kerbstones and vehicular encroachment into grassed area, used for pedestrian refuge, to shows that manoeuvres are not being undertaken as envisaged.
The report said: "Public safety concerns around the use of the car park as a result of the proposed use could serve to impact negatively on the business operations of an existing established public house/restaurant and hotel through which the site access route passes."
Last month, the Bardon site was granted a licence to sell alcohol on the site despite concerns over a possible increase in drunk driving.
But it was made clear that planning issues would not be considered as part of that decision.
