Labour councillors in Coalville have called for action after planning permission was granted to develop the former Red House pub.
Councillors John Legrys and John Geary are concerned about the alterations being carried out to the building.
Planning permission was granted to turn it into a restaurant with flats on the upper floors.
But the councillors claim the alterations are for a project that has not been approved by the Council.
A statement from the local Labour Party reads: "The Red House pub is one of Coalville's few original buildings and dates from preindustrial times, welcoming weary travellers even before William Stenson and George Stephenson sunk the pits that give the town its name.
"The pub now sits in the middle of a bustling town centre at a busy crossroads. It is an 'iconic building within a Conservation Area'.
"The developer has carried out extensive alterations to the building on all floors and Labour.
"Although the developer has submitted a new Planning Application to turn the building into a Hotel, Councillors are concerned that alterations are not being carried out in accordance with the agreed planning permission."
Councillors Geary and Legrys have called on North West Leicestershire District Council to put a 'stop notice' on further alterations to the building to give time for a professional inspection saying: "We simply want to ensure that these alterations do not damage Coalville's heritage and the character of the Red House as an iconic building."
The Red House sits at a prominent location within Coalville Town Centre adjacent to the listed Clocktower.
Labour adds that both buildings work in partnership within the landscape and any loss of character will damage the town's efforts to celebrate its heritage.
