Residents of hamlet angry that 22 more homes are being squeezed on to already earmarked land

Residents of a hamlet south of Coalville have hit out at the news that a further 22 homes could be squeezed onto fields already earmarked for more than 50 properties.

Hinckley and Bosworth Borough Council has previously given the green light to 55 homes on land north of Barton Road, between the village of Barlestone and the hamlet of Osbaston.

But detailed proposals for those homes, which will be decided during the council's plans committee next week, have changed the layout of the site, with developer MyPad 2020 saying it can now fit a further 22 homes on the land as part of a potential phase II of the scheme.

The original application, submitted in 2021 and approved in 2022, included a layout that spread the 55 affordable homes across a larger part of the site, but they have been relocated to "a much smaller area on the eastern half of the site" according to a report by planning officers.

Osbaston Parish Council has objected to the development, saying "it no longer resembles the houses as shown on the original planning permission". It said: "Houses have been oriented in such a way that there is now clearly space for future development and the application is described as the first phase of a larger development."

The parish council disagreed with the application being "under the guise of being located in Barlestone when it is located in Osbaston which is a hamlet and thus protected under planning law".

But planning officers say the development is "directly adjacent to the village of Barlestone" and that its location in Osbaston Parish was "not a material consideration".

The borough council received seven objections to the updated version of the scheme, with residents of Osbaston – which has less then 300 inhabitants – saying development "is not permitted according to the local plan" due to it being a hamlet, and that 55 homes would increase the size of Osbaston by 50 per cent.

An objector pointed out that planning conditions for the outline approval say the reserved matters layout must be "broadly in accordance with the illustrative masterplan".

The objector adds: "The scheme now is very different with no detached properties, a totally different layout and showing, with phase II, an increase in number of over 20 per cent."

Another opponent called on councillors previously against more homes for the site to "stand by their words". Residents also listed full schools, doctors and dentists with no capacity among their concerns and claimed the impact on "already dangerous" roads meant the scheme should be refused.

The development would be a mix of houses, bungalows and maisonettes, ranging from two- to four-bedrooms, and all the properties would be classed as affordable. MyPad 2020 says in planning documents that the layout has been redesigned from the original masterplan "to respond to the 100 per cent affordable housing mix proposed for the site".

Planning officers have recommended the application be approved. The committee meeting will be held on Tuesday, August 27, at 6.30pm and will be live-streamed on the council's YouTube channel.
