Move to establish new set of town and parish councils across Coalville and Thringstone to be debated next week

A motion to introduce a series of town and parish councils - specifically representing areas across Coalville and Thringstone - will be proposed next week.

Coalville councillor John Legrys will recommend the move to the North West Leicestershire District Council on Tuesday.

He will propose that a review of the unparished areas of Coalville should be completed by 2027. 

This would mean that all towns and villages within North West Leicestershire would have the benefit of local people being in control of local issues and local funds.  

The motion is to create one or more Town or Parish Councils to include all the unparished areas of the following wards: 

  • Broom Leys 
  • Bardon ward 
  • Castle Rock 
  • Coalville East 
  • Coalville West 
  • Greenhill 
  • Snibston North 
  • Snibston South 
  • Thringstone 
  • This will be completed no later than December 2026 so that elections to any proposed Town or Parish Councils can be held in May 2027

A statement from North West Leicestershire Labour says: "A Parish or Town Council is a great place to find out what is bothering people locally. 

"Parish or Town Councillors can decide how often the grass gets cut on public land and choose what flowers are planted. 

"They can spend developer contributions on play equipment for the parks. They can choose where to put the Christmas lights and fund local community groups to put on events. 

Labour councillor John Legrys has prepared the motion.

"A Parish or Town Council can put together a Neighbourhood Plan. This ensures heritage and wildlife is recognised and valued and helps to protect the community from overdevelopment."

The group believes now is the right time for a Town Council in Coalville.

NWL Labour adds: "Drawing red lines on a Neighbourhood Plan is one way to protect green spaces. 

"But, in the end, the only way to control what happens on a patch of land is to own it. Ashby Town Council is planning to buy the Bath Grounds to prevent it being turned over to housing. But not every area in North West Leicestershire has a Parish or Town Council. Which is a pity. It is also somewhat odd.

"The Electoral Boundary Commission for England expects District Councils to conduct a 'community governance review' of their Parish and Town Councils every 10 to 15 years. 

"Despite motions to council, asking for something to be done, in Coalville, most of Snibston, Greenhill, Bardon, Broom Leys, Castle Rock and Thringstone Wards have been effectively run by the District Council for as long as anyone can remember.

"There is a working group of Coalville District Councillors known as 'Coalville Special Expenses' that simply gives advice to the Council Leadership but cannot make formal decisions.  

"Residents who live in the unparished wards are unable to decide when their open space grass gets cut, which community groups they want to fund, or how to spend the money the council gets from developers for leisure. 

"The Boundary Commission of England needs to be sure that the number of electors in each ward is roughly the same. 

"With so many new homes being built in places like Hugglescote, Ashby Money Hill, Castle Donington and Kegworth, it has decided that the District Council reviewing all its wards as a priority.  

"The review of the unparished areas needs to follow on from the ward boundary changes and be ready for the next District Council election in 2027."

The motion is to be seconded by Labour councillor Murrae Blair-Park.

Cllr Legrys added: "This is a great opportunity to put matters right. 

"My ward, Coalville West, includes part of the town centre. A local Council or councils for the Coalville area would be a great support to residents and businesses alike."
