Councillors will consider plan to turn Coalville cul-de-sac house into residential child care home

North West Leicestershire District Council could give the green light to convert a Coalville cul-de-sac property into a residential children's care home.

A planning application has been made for a change of use at the home in Robin Road.

But the scheme has been 'called in' to next Tuesday's council planning committee meeting by Cllr Morgan Burke, who represents the Bardon Warrd.

This is on the basis that the proposal would result in highway safety concerns, is in close proximity to other properties and that the development would impact on neighbouring homes.

But the council officer's recommendation is that the application is permitted - although it will be debated by committee members.

The application was made in March by Mr James McCabe, under the company name of Achieving Together Ltd.

The scheme intends to turn the house into a residential children's care home for one child - with no physical alterations proposed to the building.

A planning statement accompanying the application says that the proposed care home would be occupied by a maximum of one child aged between 5-17 years old. 

The applicant adds that there would be a maximum of three care staff present during the day, except for the staggered staff handover times which the agent advised would last a maximum of 30 minutes. 

At that time four carers may be on site whilst the handover takes place. 

There will be no more than two carers working through the night. The applicant says that, most days the young person, will be supported by two carers unless a third is needed for more support. 

In addition, there would be up to two management staff on site during the day. One manager will be on site between 9am-5pm Monday to Friday with a second manager being present 2-3 times a week. 

Handovers of care staff will take place at 7:30am. The application form states that there are four parking spaces on the site.

But neighbour concerns have been raised with regard to highway safety, traffic congestion, pedestrian safety and parking problems.
