Committee will debate Coalville lorry park site licensing application after planning decision was delayed last year

An application for a premises licence at a Heavy Goods Vehicle Park near Coalville will be heard later this month.

North West Leicestershire District Council's licensing sub-commitee meets on January 15 to consider an application from Mr Brett Parker, of the Bardon Truck Park, Stardust Site - next to The Charnwood Arms.

The site is still the subject of a delayed planning committee decision for a change of use of land for the parking of HGVs over a three year period.

That was to have been debated in November, but was put back to a later planning meeting.

It is currently in use as a lorry park, and has been since the granting of planning permission in 2020 for a temporary period of 36 months.

The council says the earlier permission for lorry parking expired in June and the use of the site is "currently unlawful."

But now Mr Parker's application for a new licence will be discussed by councillors in Coalville.

If the licence is granted, then alcohol can be served on the site every day from mid-day to 10pm.

However, concerns have been raised by Ellistown and Battleflat Parish Council on the grounds of prevention of crime and disorder and public safety.

But the applicant has addressed these issues.

He says that staff selling or serving alcohol will be made aware of their responsibility to prevent drunken and disorderly behaviour and underage sales of alcohol.

In terms of public safety, alcohol will only be sold to persons staying on site.

There are plans to have signs displayed in the car park asking customers to respect the needs of local residents.

The applicant also says there will be regular staff training on when and how to refuse a sale - there would be a no proof, no sale, age verification policy in place.

But the committee has the power to grant the application and issue the premises licence as requested; modify the conditions of the licence, by altering or omitting or adding to them; or reject the whole or part of the application.
