Coalville: Plans to demolish village cottage and build seven new homes are refused by council
Plans to demolish a cottage in Coleorton and give permission for seven new homes to be built there have been thrown out after objections from residents.
North West Leicestershire District Council has refused outline planning permission for the scheme at The Moor, between Coleorton and Sinope.
An application, by a Mr S Stewart. was made for the demolition of existing buildings and the building of up to seven houses, garaging and associated parking and access at Rosine Cottage.
But eight residents objected to the plans and raised a number of concerns over:
- An increase in traffic and parking and highway safety impacts
- Concerns in relation to the proposed density of development and adverse impacts upon the character of the area and streetscene arising from the proposed layout, density and plot sizes which are at odds with surrounding dwellings;
- Ecology impacts arising from the proposal
- Concerns in relation to the loss of the existing property; Concerns in relation to the principle of additional dwellings which are located outside of the limits to development and in an unsustainable location with limited services;
- Impacts upon residential amenity, both within the development itself, and upon existing neighbouring properties;
Coleorton Parish Council also objected on the grounds that the site is located outside of the limits to development.
A North West Leicestershire District Council officer's report concluded: "Approval of the application would result in an unsustainable development of open market housing on land located outside of the defined Limits to Development.
"Future occupiers of the site would be heavily reliant on the private motor car to access everyday services and facilities and thesite would not be accessible, or made accessible, by a range of sustainable transport options.
"Therefore, the scheme would be contrary to the adopted Local Plan (2021) and the advice contained within.
"The application also fails to demonstrate that the proposed development would not have an adverse impact on a protected species.
"The application is therefore not supported and it is recommended that planning permission be refused."
